SHIMLA: Himachal Pradesh cabinet has decided to start phase-11 of the Rajiv Gandhi Swarozgar Start Up Yojna, which intends to set up Solar Power Projects (SPPs) for the youth aged between 21 to 45 years, besides achieving the state government’s ‘clean energy‘ initiatives.
The scheme aims to provide self-employment opportunities to rural youth by encouraging them to set up solar power plants on their land by providing them incentives.
Chief minister Sukhvinder Singh Sukhu attended the state cabinet meeting in Shimla on Monday, where the scheme was discussed. The initiative by the government focuses on the SPPs installation with capacities ranging from 100 kW to 500 kW, contributing substantially to the state’s renewable energy targets. This is expected to not only ensure self-employment but also stimulate economic growth amongst the youth in times to come.
Under the scheme, the participants will receive a monthly income of around Rs 20,000 for 25 years for a 100 kW to be installed in three bighas of land, and Rs 40,000 and rupees one lakh per month for the projects with a capacity of 200 kW and 500 kW, to be set up in five and ten bighas of land respectively.
The beneficiary of the scheme will have to pay 10 percent of the amount as security deposit, whereas 70% bank loan will be facilitated by the Government and the government will also provide 30% equity.
The cabinet gave a nod to the ‘Sarkar Gaon Ke Dwar’ initiative from January 8 across the state. Under this, the officials will interact with beneficiaries of the government schemes at clusters of villages till February 12.
While addressing the press, CM Sukhu said the youth with three bighas of land in rural areas can set up a solar project. He said that for a 100-kilowatt project, the youth has to deposit Rs 4 lakh as security in exchange for the government’s equity.
After the implementation of the project, the government will give Rs 20,000 every month to the youth. He said the amount will be given for 25 years.
He said that youth holding land will also be able to set up projects of more than 100 kilowatts. The chief minister said they will have to maintain these projects. A youth from every family in rural areas will get this budget under the scheme.
He said that till now there is no standard college for the education of specially-abled children. Keeping this in view, the Cabinet has decided to bring a scheme for such children on the first day of the year, which will be visible on the ground in the coming time. He said that under the scheme, an integrated school/college with all the modern facilities would be opened to provide the latest model of teaching facilities.
