With the polls announced, Congress will run a month-long campaign to disseminate the “guarantees” announced during Rahul Gandhi’s just-concluded Bharat Jodo Nyay Yatra to the household level, which will involve distribution of “guarantee cards” to families and highlighting them through conventions. The CWC decision followed views among party leaders that promises to youth, women, workers, farmers and social justice vows like caste census and removal of 50% reservation cap carry credibility because Congress has fulfilled the “guarantees” announced in Karnataka and Telangana polls.
AICC leaders KC Venugopal and Jairam Ramesh, briefing about the CWC deliberations, said, “This is ‘nyay patra’ to rid the country of ‘anyay kaal’. The word ‘guarantee’ was first used by Rahul Gandhi in Karnataka elections and Modi is copying it now. But people are asking him about the guarantees he gave ten years ago. His guarantees are lies, nobody believes them. What we are promising is not an individual’s guarantee like Modi’s, but that of Congress party.” In a jibe at BJP’s slogan revolving around the PM, Ramesh remarked, “It’s ghar ghar guarantee”.
Sources said P Chidambaram, who heads the manifesto panel, briefed the CWC about the draft document under ten headers. Members felt the “guarantees” won the trust of people in Karnataka and Telangana, and the party should ensure that voters at the smallest rung are made aware of them. Among the attendees were Sonia Gandhi, Rahul Gandhi, chief ministers Sukhwinder Sukhu and Revanth Reddy, Priyanka Gandhi Vadra and Ajay Maken.
In his remarks, Kharge said, “The country is fervently demanding a change. The guarantees currently being touted by the present government would have the same fate as that of the ‘India Shining’ slogan of 2004.”

He said since 1926, Congress’s manifesto has been regarded as “document of trust and commitment”.
Among other promises, Congress is vowing effective implementation of Sachar panel’s recommendations for welfare of Muslims and of the Prevention of Atrocities Act, 6th Schedule status to Ladakh, restoration of statehood for J&K. Sources said members from the North-East demanded in the CWC meeting that the party should promise extension of some special constitutional safeguards to parts of conflict-hit Manipur, and to Arunachal Pradesh.
