Bihar’s SIR: Of the 43.92 lakh missing voters, 16.55 lakh are reported dead, 19.75 lakh have permanently shifted and 7.50 lakh were enrolled at multiple places

With the deadline for the special intensive revision (SIR) ending on Friday, the Election Commission of India (ECI) has almost finished the form collection stage with only four per cent forms left, the poll body announced on Monday.

The ECI also said that the number of electors not found at their addresses so far has reached 43.92 lakh.

Of the 43.92 lakh missing voters, 16.55 lakh are reported dead, 19.75 lakh have permanently shifted and 7.50 lakh were enrolled at multiple places. A total of 11,484 voters are not traceable as of date.

Out of the 7.90 crore total registered electors as on June 24 in Bihar, the poll body has collected enumeration forms from 7.16 crore, including 7.08 crore digitised forms.

The poll body said 96.23% voters have been covered under the SIR drive, with forms pending for just 29.62 lakh voters.

The ECI will publish the draft electoral roll on August 1 and for appearing in the list, voters need to submit the forms by July 25.

From August 1, any member of the public can file objections for any additions, deletions or rectification in the draft electoral rolls, in accordance with the SIR order dated June 24. This objection window will remain open for a month.

The ECI said that the poll officials have held meetings with the representatives of all political parties and have shared detailed lists of the 29.62 lakh electors with pending forms and 43.92 lakh missing voters.

“All the 12 major political parties have also been requested to connect with these remaining electors, through their District Presidents and nearly 1.5 lakh BLAs,” the ECI said.

This is to ensure that the entire election machinery, including the political parties, works together in a mission mode so that no eligible elector is left out from the draft Electoral Roll to be published on August 1, they added.

All polling stations to have less than 1,200 electors

The ECI announced that Bihar is the first Indian state to have all polling stations (PS) with less than 1,200 electors. “A total of 12,817 new polling stations have been added in Bihar to prevent long queues at the polling stations. As per Bihar SIR order dated June 24, the earlier ceiling of 1,500 electors/PS had been revised to 1,200 electors/PS,” the ECI said quoting the June 24 order.

The total number of PS in Bihar will go up to 90,712 from the earlier 77,895. “This major achievement of Bihar is to be followed by other States/UTs,” the ECI assured.

The SIR drive is seen as a crucial step toward cleaning and strengthening Bihar’s electoral rolls ahead of upcoming elections.
