Prime Minister Narendra Modi is likely to hold a two-day brainstorming session with his cabinet ministers in Delhi soon as speculation over a possible Cabinet reshuffle continues to swirl in government and political circles.

According to government sources, the dates for the meeting have not been finalised yet. The proposed huddle is expected to bring together the ministers for an extended discussion on the government’s reform agenda and the pace of delivery across ministries.

The brainstorming is likely to focus on accelerating reforms in the Modi government’s third term, with particular emphasis on measures that can improve citizens’ “ease of living”, sources said.

The timing of the proposed meeting is significant. Five states—Uttar Pradesh, Punjab, Uttarakhand, Manipur and Goa—are scheduled to go to polls early next year, putting the government’s delivery and governance record under sharper political focus.

Sources said the prime minister is keen that ministries identify reforms and interventions that have a direct impact on people’s everyday lives and can make government delivery more efficient and accessible.

The proposed cabinet huddle also comes soon after a similar meeting chaired by PM Modi with 12 ministers of state, signalling a broader exercise to take stock of the government’s functioning and priorities.

In May this year, the prime minister had chaired a 4.5-hour-long meeting of the Council of Ministers where the focus was on ‘ease of living’, ‘ease of doing business’ and taking forward reforms towards the goal of a Viksit Bharat.

The upcoming meeting could therefore become an important mid-term stock-taking exercise for the Modi government as it approaches the second half of its third term.

The government has made no official announcement about any reshuffle, and the proposed brainstorming session should not by itself be read as confirmation of one. However, the huddle is taking place amid the rejig buzz.

The presence of the entire ministerial team could give the prime minister an opportunity to assess the performance of individual ministries, understand the challenges they face and take stock of the government’s delivery priorities.

For now, the government’s stated priority is clear: speeding up reforms and making governance more responsive to citizens. But with a Cabinet reshuffle still hanging over the Modi government and Mission 2029 already beginning to shape political calculations, the two-day huddle could offer a closer look at both the government’s reform roadmap and the team PM Modi may want to carry forward.
