Haryana’s Green Push: No New Petrol, Diesel Vehicles In NCR Cab, Delivery Fleets

The new policy has been introduced to promote clean transport and improve air quality in NCR districts of Haryana.

The Haryana government has approved new rules that will stop petrol and diesel vehicles from being added to the fleets of cab aggregators, delivery companies, and e-commerce firms operating in NCR areas from January 1, 2026.
The decision was taken during a state Cabinet meeting chaired by Chief Minister Nayab Singh Saini in Chandigarh on Monday.
Under the new rules, all new vehicles joining aggregator and delivery fleets in NCR districts must run on cleaner fuels such as CNG, electric power, or any other approved green fuel. The government has also decided that only CNG or electric auto rickshaws can be added to existing three-wheeler fleets in the NCR region.
Move Aimed At Reducing Pollution
The new policy has been introduced to promote clean transport and improve air quality in NCR districts of Haryana. The decision follows directions issued by the Commission for Air Quality Management (CAQM), which had earlier ordered that no new petrol or diesel vehicles should be added to such fleets in Delhi NCR after January 1, 2026.
The Cabinet also approved changes to Rule 86A of the Haryana Motor Vehicles Rules, 1993, creating a fresh regulatory system for app based taxi services and delivery operators.
New Safety, Insurance And Driver Welfare Rules
The revised framework makes licences mandatory for aggregators and delivery service providers. It also introduces rules related to driver onboarding, passenger safety, fare regulation and grievance handling.
Companies will now have to provide minimum insurance coverage of Rs 5 lakh for passengers, health insurance of at least Rs 5 lakh for drivers and term insurance of Rs 10 lakh for onboarded drivers.

Vehicles covered under the policy must also be equipped with tracking devices, panic buttons, first aid kits and fire extinguishers wherever required. Aggregators will have to maintain 24×7 control rooms and call centres to handle complaints and emergencies.
The government said driver and vehicle details will be digitally verified through the VAHAN and SARATHI portals to improve transparency.
Haryana May Offer 100% EV Tax Exemption
Ahead of the Cabinet meeting, Haryana Transport Minister Anil Vij said the government is considering full tax exemption for electric vehicles in the state.
“The proposal has been sent to provide 100 per cent tax exemption on electric vehicles in Haryana on the lines of Chandigarh and Delhi, with the objective of encouraging people to purchase electric vehicles,” Vij said.
He added that the state government is also planning to purchase 500 electric buses to strengthen public transport.
