‘This Is Extortion’: Mohsin Naqvi Accused Of Asking 24 Lakh For Every Pakistani In MLC

MLC owners have accused PCB chief Mohsin Naqvi of ‘extortion’, with the board allegedly demanding a $25,000 NoC fee for every Pakistani player signed by franchises.

Major League Cricket (MLC) owners are considering a shadow ban on signing Pakistani cricketers, not due to political issues like the IPL, but because of the Pakistan Cricket Board (PCB)’s alleged capricious behavior. This includes a last-minute demand for a huge sum of money for issuing the No-objection Certificates (NoCs) to its players, which has been termed ‘extortion’ by some franchise owners.
According to pakpassion.com, which cited a source close to a team owner in the US-based competition, the PCB demands an unannounced fee of $25,000 (approx INR Rs. 24 lakh) per player for the NoC. The NoC is an important ICC-mandated document, without which a player can’t participate in a franchise competition.
Pacer Haris Rauf is the only Pakistani player in the MLC this year and is representing the San Francisco Unicorns, who agreed to the fee.
Notably, paying the home board of a player is a common practice around the world. The Board of Control for Cricket in India (BCCI) pays a fee of around 10-20% of the auction contract to the home board of every overseas player signed in the IPL. However, the report said that there’s no such rule in the MLC, which is a much shorter and financially feeble league in comparison.
It said that the PCB was the ‘only’ board asking for such compensation. Moreover, the issue extends beyond the amount itself — the report alleged that the PCB does not communicate the charges during recruitment and instead informs teams only when replacing players is no longer a viable option.
The report also said that MLC owners have raised the matter with PCB’s powerful chairman Mohsin Naqvi, who’s also a Pakistani minister, arguing that the practice amounts to ‘extortion’ because there is no publicly available policy outlining the fee structure. But the owners were told that PCB considered it ‘their right to ask for this money.’
The report further claimed that franchises receive no guarantee after paying the fee, as the PCB can revoke an NOC and require a fresh payment if another clearance becomes necessary.
