The Uttar Pradesh government has directed Lekhpals to be regularly present at Gram Secretariats across the state from July 1, aiming to make revenue-related services more accessible to villagers and reduce their dependence on tehsil offices.

The Revenue Board has issued instructions to all District Magistrates to prepare district-wise attendance rosters and ensure the regular presence of Lekhpals at Gram Secretariats.

Revenue Board Commissioner and Secretary Kanchan Verma said the initiative was in line with Chief Minister Yogi Adityanath’s focus on strengthening good governance, transparency and doorstep delivery of public services in rural areas.

“Chief Minister Yogi Adityanath has consistently emphasised strengthening good governance, transparency, and doorstep delivery of public services at the village level. In line with this vision, it has been decided to ensure the regular presence of Lekhpals at Gram Secretariats in every district,” Verma said.

Gram Secretariats were established in Gram Panchayats to provide services from multiple government departments at a single location. Officials from various departments are already assigned to these centres, and the government said the addition of regular Lekhpal attendance would further strengthen service delivery for revenue-related matters.

The services available through Gram Secretariats include the issuance of income, caste, domicile and status certificates, certified copies of Khatauni (land records), along with several other citizen services offered by the Revenue Department.

The government said the regular presence of Lekhpals would help speed up the processing of these services and reduce the need for villagers to make repeated visits to tehsil offices.

Apart from processing certificates, Lekhpals are responsible for a range of administrative functions, including handling inheritance (Varasat) cases, implementing the SVAMITVA Yojana, verification under the PM Kisan Samman Nidhi, disaster relief and rehabilitation work, land dispute resolution, agricultural and population censuses, crop surveys, reporting natural disasters, investigating encroachments, mining-related verification, Public Distribution System verification, and inspections of paddy and wheat procurement centres.

The Revenue Board said many government schemes also depend on reports and verifications submitted by Lekhpals.

The villagers often faced inconvenience because there was no fixed arrangement for Lekhpals to be available at the Gram Panchayat level, forcing many residents to visit tehsil offices multiple times to access revenue services.

To address the issue, the Revenue Board has directed all District Magistrates to ensure seating arrangements for Lekhpals at Gram Secretariats and implement attendance rosters from July 1.

The government said the initiative would help transform Gram Secretariats into “One Stop Service Centres” for rural residents by making revenue services more transparent, accountable and efficient.
