NEW DELHI: The Centre has allowed the Office of Registrar General and Census Commissioner of India (ORGI) to perform Aadhaar authentication for the purpose of registration of births and deaths.
A gazette notification issued by the ORGI on Wednesday directs any registrar appointed by the state government or Union territory administration under Section 7 of the Registration of Births and Deaths Act, 1969, to perform ‘Yes or No’ Aadhaar notification, on voluntary basis, for verification of Aadhaar number being collected in the reporting forms of births and deaths. The purpose shall be to establish the identity of the child, parent and the informant in case of births and of the parent, spouse and the informant in the case of deaths, during the registration of births and deaths.
The notification was issued by ORGI after the ministry of electronics and information technology (MeitY) allowed it to perform Aadhaar authentication for registration of births and deaths under Section 4(4) of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 read with Rule 5 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020.
The notification requires state government and UT Administration to adhere to the guidelines laid by MeitY with respect to the use of Aadhaar authentication.
At present, government ministries and departments are allowed to undertake Aadhaar authentication under the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 in the interest of good governance, preventing leakage of public funds and enablement of innovation and the spread of knowledge.
Incidentally, the government had, in a draft bill to amend the Registration of Births and Deaths Act, 1969, proposed to specify Aadhaar as one of the particulars to be entered in the forms submitted to the Registrar by the parents and the informant in the case of births and the parents, spouse and the informant in the case of deaths.
The Centre plans to bring the Bill in the next session of Parliament. The Bill essentially seeks to empower the Registrar General of India (RGI) to maintain a national database of registered births and deaths that may be used to constantly and automatically update voters’ list, population database and also the list of beneficiaries of government schemes.
