New Bihar Cabinet Targets One Crore Jobs, Unveils Vision For ‘Tech Hub’ Of Eastern India In First Meet

The newly formed Nitish Kumar-led Bihar cabinet, in its first meeting on Tuesday, approved a highly ambitious five-year blueprint centred on job creation, technological transformation, and industrial revival. The cornerstone of the plan is a bold commitment to generate one crore jobs and employment opportunities for the state’s youth over the next five years (2025–2030), a significant acceleration from the 50 lakh opportunities created in the previous term.
Briefing the media after the meeting chaired by Chief Minister Nitish Kumar, Chief Secretary Pratyaya Amrit detailed a multi-pronged strategy aimed at positioning Bihar as a leader in the “new age economy”. The key focus is to transform the state into the “tech hub of eastern India” and a “global back-end hub and global workplace”.
To achieve this, the Cabinet cleared proposals for establishing major high-tech projects, including:
- A Defence Corridor, aimed at attracting manufacturing units.
- A Semiconductor Manufacturing Park, marking a significant entry into the high-technology electronics sector.
- Global Capability Centres, Mega Tech City, and Fintech City, designed to tap into the IT and IT-Enabled Services (ITES) market.
Furthermore, the council of ministers approved the establishment of the Bihar Artificial Intelligence (AI) Mission to promote AI-based services and skill development, underlining the commitment to digital transformation. Dedicated high-level committees, chaired by the Chief Secretary, have been tasked with preparing detailed action plans within six months and overseeing the rigorous execution of these ambitious projects.
The development plan extends beyond the digital economy to revitalise core sectors and urban infrastructure. The Cabinet approved the revival of nine closed sugar mills and the establishment of 25 new sugar mills, a move expected to provide a massive boost to the agro-industrial chain and rural employment. Additionally, in a major urban development push, the construction of 11 new satellite or greenfield townships was sanctioned. These townships, including planned centres in all nine divisional headquarters along with Sonepur and Sitamarhi, are aimed at creating modernised urban centres to manage population growth and enhance livability.
Chief Minister Kumar underscored the urgency of the mission, stating that providing maximum employment opportunities remains the government’s top priority. The inaugural cabinet meeting has therefore set a high bar, blending traditional agro-industrial growth with a modern, service- and technology-driven economic vision, relying heavily on the state’s young demographic dividend for implementation.
